Artificial Intelligence Assistants Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI assistants are proving to be “inaccurate and evidently prejudiced” when providing election recommendations, the Dutch data protection authority (AP) has stated, raising alarms about a potential threat to democratic processes just over a week before the country’s general election.

Testing Reveals Repeated Partiality in AI Suggestions

The quartet of AI assistants tested by the AP “often end up with the same two parties”, irrespective of the user’s question or command, the watchdog noted in a report released ahead of the late October vote.

In more than half of the cases, the chatbot suggested either the far-right Freedom party (PVV) of the politician Geert Wilders or the progressive GroenLinks-PvdA led by the ex-EU commissioner Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, even when the user’s input exactly matches the positions of these parties, the report pointed out.

Authority Figure Cautions Against Relying on AI Assistants for Election Advice

The deputy head of the AP, Monique Verdier, commented that while chatbots may seem like clever tools, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that might not correspond to their political views, she emphasized.

“This directly impacts a cornerstone of democracy: the integrity of free and fair elections,” said Verdier. “We thus caution against using AI chatbots for election recommendations, as their operation is unclear and difficult to verify.”

Voting Background and Political Landscape

Netherlands citizens vote on October 29 in an electoral contest that will be closely watched around Europe for the performance of the Freedom party.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with many voters yet to make up their minds.

All major parties have ruled out an alliance with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Unintentional Bias Attributed to AI Operation

The AP stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
